Clarity on Khurooj being haram in Islam

Maulana, agla sawal lete hain. yeh sawal Pakistan se bheja hai, Pakistan Lahore se bheja hai, mubashir ali sahib ne. unhone likha hai: "Maulana sahib, i have recently started following you. in the name of religion, by associating the prime minister with jews and calling him shaitan, and even agents of jews. these things hurt me and many others when they see the religion being used for politics, and to the extent where moral and islamic values are being compromised. but no islamic scholar has courage to stand and tell people its wrong

in the other hand, i also want to know from you that if the muslim or even a non muslim government is doing things that are anti islamic and against the orders of Allah subhanahu wa ta'ala, then is khuruj still haram haram. please give some examples from the life of the prophet." to yeh sawal hai ke comment hai ek aadmi. yeh sawal hai Maulana unka ke ek to woh jo khuruj is haram ko le ke jo aap ne ek talk diya tha, us ki woh wazahat chahte hain un ke present context se ke Pakistan mein kafi log protest kar rahe hain government ko le ke. aur doosri doosri baat woh yeh keh rahe hain ke chahe muslim government ho ya non muslim government ho, agar woh anti islamic activities ko barhawa de rahe hain to kya tab bhi khuruj haram hai?

to yeh do baaton pe woh aap ka opinion chahte hain. bilkul haram, har haal mein hai, har haal mein haram hai. aap agar kuch karna chahte hain to peaceful tareeqe se kijiye. yeh jo protest hai aur khuruj hai, yeh to bilashuba haram hai. is mein bohat ziyada hadith hain. aap ko agar reference dekhna hai to aap ko mein ek reference batata hoon, woh hai sahih muslim ke jo sharah hain, imam nawawi, unhone hadithon ko, hadithon ke imam hain, woh hadithon ka mutala kar ke likha hai ke

"wa 'amala khurujun 'alayhim fa haramun bijg ma'al muslimin wa law kanu fasaqaa wa law kanu zhaalimeen" yaani fasaq aur zhaalim ho tab bhi aap khuruj nahi kar sakte. aap peaceful tareeqe se kijiye, maslan aap memorandum pesh kijiye, akhbar mein mazmoon likhiye. lekin yeh jo protest jo hota hai aur jo khuruj jo kiya jata hai, woh to bilashuba haram hai. koi agar Allah se na na darta ho to wahi aisa kar sakta hai.
