وَإِذَا بَدَّلۡنَآ ءَايَةٗ مَّكَانَ ءَايَةٖ وَٱللَّهُ أَعۡلَمُ بِمَا يُنَزِّلُ قَالُوٓاْ إِنَّمَآ أَنتَ مُفۡتَرِۭۚ بَلۡ أَكۡثَرُهُمۡ لَا يَعۡلَمُونَ
And when We substitute a verse in place of a verse - and Allah is most knowing of what He sends down - they say, "You, [O Muhammad], are but an inventor [of lies]." But most of them do not know
The Quran is the Book of dawah. Its various parts were revealed bit by bit over a period of twenty three years. In consideration of the training of the believers, a gradual approach was adopted in respect of certain commandments. Taking advantage of such ‘changes’, the opponents of Islam used to say that the Quran was not the Book of God, but the Prophet Muhammad’s own writings which he attributed to God. They used to say that, if it had come directly from God, there would not have been such changes in it. Had these opponents been sincere and serious in the study of the Quran and had they looked upon the factor of change in the right perspective, they would have seen the wisdom of a gradual approach in giving orders. But when they saw the matter in the wrong perspective, changes appeared to them to be the result of a lack of human knowledge. A reasoned confirmation of these changes not being immediately forthcoming gave rise to the levelling of false allegations. The Quran has been revealed to present the Truth—here Truth means the pure and unadulterated religion of God. Those who are seekers after Truth and who are not satisfied with adulterated religions, will find not only the answer to their search in the Quranic religion but also peace of mind therein.

سال کے عرصہ میں تھوڑا تھوڑا کرکے اترتے رہے۔ دعوت وتربیت کے مصالح کے تحت بعض احکام میں تدریج کا طریقہ بھی اختیا رکیا گیا ۔مثلاً پہلے یہ حکم آیا کہ مخالفوں کے مقابلہ میں صبر کرو۔ اس کے بعد یہ حکم آیا کہ ان سے بطورِ دفاع جنگ کرو۔
اس قسم کی ’’تبدیلیوں‘‘ کو لے کر مخالفین یہ کہتے کہ قرآن خدا کی کتاب نہیں۔ یہ محمد کی اپنی تصنیف ہے، جس کو انھوںنے خدا کی طرف منسوب کردیا ہے۔ اگر وہ خدا کی طرف سے ہوتی تو اس میں کبھی اس قسم کی تبدیلیاں نہ ہوتیں۔
مخالفین اگر قرآن کے معاملہ میں سنجیدہ ہوتے اور تبدیلی کے واقعہ کو صحیح رخ سے دیکھتے تو اس میںانھیں تدریج فی الاحکام کی حکمت نظر آتی۔ مگر جب انھوں نے اس کو غلط رخ سے دیکھا تو تبدیلی کا واقعہ انھیں انسانی علم کی کمی کا نتیجہ نظر آیا، جس چیز میں ان کے لیے تصدیق کا سامان چھپا ہوا تھا اس کو انھوںنے اپنے لیے افترا کا ذریعہ بنالیا۔
قرآن کو حق کے ساتھ اتارا گیا ہے — یہاں حق سے مراد خدا کا خالص اور بے آمیز دین ہے۔ جو لوگ سچائی کے طالب ہوں اور ملاوٹی دینوں میں اطمینان نہ پاتے ہوں، ان کےلیے قرآنی دین میں اپنی تلاش کا جواب بھی ہے اور ان کی تسکین قلب کا سامان بھی۔
